East District Committee Meeting - Friday 4 March 2022

Minutes of Cycling Time Trials East District Committee Meeting held on Friday 4th March 2022, held at Carbrooke Village Hall, starting at 19:30

  1. Welcome – Chairman Mark Fairhead thanked everyone for attending
     
  2. Apologies – Ron Back, Mick Madgett & Richard Reade
     
  3. Present – Mark Fairhead, Don Saunders, Stephen Penney, Emily Davis, Sally Withey, Denese Hallahan, Larissa Webster, Andy Moore, Simon Hardy, Mike Johnson
     
  4. Minutes of last meeting – these had not been handed over by previous Hon Sec
     
  5. Matters Arising – n/a
     
  6. Report of meeting with Norfolk Police, National Highways & Norfolk County Council Highways – Sally Withey and Don Saunders who represented CTT East District at the meeting reported that the meeting had been very positive towards cyclists and the right of non-motorised use of public highways. There had been an update on the Highway Code changes and how they would be policed on Norfolk’s roads and how the proposed major roadworks on the A11 between Attleborough and Wymondham would affect the 2022/3 time trial programme.
     
  7. Report from Stephen Penny on 2022 CTT East District Handbook – currently 82 copies had been sold but Stephen was planning to attend the C.C.Breckland 10 mile TT the following day where copies would be on sale at £2.50 each.  Stephen had transferred £200 from sales to EDCA a/c. Vote of thanks to Stephen Penney for hard-work in producing an excellent professional handbook.
     
  8. Mike Johnson (Courses Sec) reported that there were 4 new 10 mile course, 1 new 15 mile course, 2 new 25 mile courses and 1 new special course listed for 2022. It was agreed that Hon Sec would write to East District Hon Sec’s enquiring what courses they use and which are now redundant so we can remove those no longer used from B courses listed in handbooks. It was agreed at the present time to continue with policy that courses would only be given a ‘number’ if they are used for Open events.
     
  9. Treasurers Report – Andy Moore reported that all monies (levies & subscriptions) were up to date. There were 3654 club event rides in 2021, this includes the 228 from Great Yarmouth who paid the levies on these direct to CTT.

    The EDCA bank account was to be amended to allow us to also use internet banking alongside the existing paying in book/cheque book facilities rather than be an internet account only. In terms of users this would need a Primary User who could also add secondary users and  was thinking of Andy Moore as the Primary User and Mark Fairhead/Don Saunders/Simon Hardy being the existing cheque signatories as the Secondary Users.

    It was proposed by Emily Davis and seconded by Stephen Penney that the East District Cycling Association should apply for a Business Internet Banking account to run alongside the existing paying-in book/cheque book facility with Andy Moore (Treasurer) as the Primary User plus Mark Fairhead (Chairman), Don Saunders (Hon Secretary) and Simon Hardy (Committee Member) as Secondary Users.
    The vote was unanimous to go ahead and apply for said ‘Business Internet Banking’ a/c.

    Currently the EDCA a/c stood at £6,955.90. The EDCA a/c was now subject to a £5 monthly admin fee + a charge of 40p for each cheque and cash deposit.
     
  10. A11 (Attleborough to Wymondham) & B1172 (Morley to Wymondham) – due to major roadworks on A11 the stretches of road listed above will not be able to be used from April 19th 2002 for approx. 15 months. New courses were being planned and measured using the A11 from Attleborough to Croxton interchange. It had been agreed to move all the South Norfolk TT League events from the B1172 based course B10/47 to the B10/19 (Hingham – Carbrooke – Hingham) as the B1172 will be an official MOT alternative route while A11 reconstruction is taking place.
     
  11. Cycling Club Breckland 12 hour TT 2022 – the meeting decided that due to the major roadworks and no alternative practical alternatives the 12 hour would be cancelled for 2022.
     
  12. Cycling Club Breckland 100 mile TT – it was agreed that the 100 mile TT be switched to August 7th 2022 to avoid clash with CTT National 100m TT. There were no events planned for Snetterton Circuit so traffic counts should be ok.
     
  13. AOB
  • The Club Event Sec reported that all 2002 club events had been applied for on time and police notification forms were being received. Denese said she would like to see a standard form (template) for 2023 when clubs apply for club events. It was agreed to investigate a suitable form and then circulate.
  • Mike Johnson queried if clubs had to provide a specific observer at start to check riders had working front and rear lights. This role could be carried out by pusher-off, if club decided to have a pusher-off (this is optional)
  • It was reported that all riders in the recent Ely & District Hardriders event had faced the timekeeper with front and rear lights.
