CTT Newsletter – December 2020 Election of Directors to the Board; new Coronavirus risk assessment released; National Road Bike Championship announced; and when the 2021 open events will be live on CTT website. CTT National Council AGM 2020 Election of directors Rob Bailey (Manchester) and Peter Rogers (West) were re-elected as directors for a further threeyear term. Three new directors were also elected, Dawn Sherrin (North East) for a three-year term, Glen Knight (London West) for a two-year term and Martyn Heritage-Owen (South Wales) for one year. The current Board of directors is: Sheila Hardy (Midland) – Chairman Rob Bailey (Manchester) Peter Rogers (West) Dawn Sherrin (North East) Robin Field (South Wales) Glen Knight (London West) Roger Wakeling (South) David Barry (Midland) Sue Bowler (Central) Martyn Heritage-Owen (South Wales) Gavin Russell (Teesside) Appeals Panel Richard Daniells (South East Midlands), Richard Hope (South West), Ray Luckett (North East), Gerry McGarr (West), Becky Smith (South West) were re-elected, together with Steve Burrows (Yorkshire), all to serve on the appeals panel until 2024. Sharon Dyson (North East) was elected to serve on the appeals panel until 2021. Coronavirus – amended risk assessment This update relates to CTT events in England only. It is understood that there are no remaining CTT events in Scotland or Wales in 2020. New measures came into effect on 02 December 2020. CTT events now have to be considered under the new local restriction tier system. For details of which tier you are in, please see the government website https://www.gov.uk/find-coronavirus-localrestrictions Tier 1 and Tier 2 areas If your event is based within a Tier 1 or Tier 2 area, under the government restrictions as they stand as at today’s date, your event can go ahead. Please be aware that the government restrictions provide that for people who live in a Tier 3 area, they should “avoid travelling to other parts of the UK, including for overnight stays other than where necessary, such as for work, education, youth services, to receive medical treatment, or because of caring responsibilities”. That means no-one (whether that be competitors race officials, or anyone associated should travel to the event if they live in a Tier 3 area. Tier 3 areas The event will not be sanctioned by CTT and cannot go ahead if it is based in a Tier 3 area, or the meeting point for the start is based in a Tier 3 area (this applies regardless of whether it is a Type A or Type B event). There is a limited exception to this in that Type B “club” events can be held, PROVIDED THAT everyone who competes in the event or helps out at the event, (whether that be a race official or otherwise), is from that same Tier 3 area. People from Tier 1, Tier 2 or any other Tier 3 areas must not attend the event. It is strongly recommended that if this exception is to be relied on, the event is kept to a small scale so as to make the event and compliance with the above easier to manage. Generally The onus to comply with the above restrictions is on the competitor and/or the person travelling to the event. You must not socialise in groups of more than six people. This is more stringent in a Tier 3 area. Organised outdoor sport can continue, although in all cases, whether the event is to take place in a Tier 1, Tier 2 or Tier 3 area, it is essential that the CTT Covid-19 risk assessment is complied with. It is anticipated that the next government review will be on 16 December 2020. It is possible that the restrictions in your area (ie. the tier your area is in and/or the restrictions imposed) may change when that review is carried out. CTT will continue to review and monitor the government advice. Organisers will soon be asked to check their events to make sure there are no errors before they go live. Handbook 2020 Due to Covid-19 causing possible changes and uncertainty with the event listings for 2021 and the rules and regulations remaining unchanged, the Board have decided not to publish a handbook for 2021. Any orders already received will be returned. National Championship road bike event Cycling Time Trials are pleased to announce that an additional National Championship will be up for grabs from 2021. This will be in the form of a National Road Bike Championship and will be held over the same course and date of the Circuit Championship events which, for 2021, is 6 June on the NC16N course in the South East Midlands district, covering a distance of 32.5 miles. The Championship will be for men, women, junior men and junior women with awards for the first three in each category as well as age awards in line with other National Championship events. The criteria for the road bike Championship will be the same as the Classic series (road bike categories) set out below: • No tri bars, clip on bars or Spinaci bars; • No disc wheels. Both front and rear wheels must have a minimum of 12 spokes each. The maximum rim depth on all wheels is 65mm; • No aero helmet or a helmet that covers the ears or a helmet with a visor to be used; • Riders must not ride with their forearms resting on the handlebars at any time. Club re-affiliation Clubs are reminded they have until 31 December to reaffiliate for 2021, after which a late re-joining fee of £20 is payable. If club secretaries and treasurers wish to pay online, please click on your name (top right when logged on) and see if you have Club Panel as the first option, if so, click on that and from there you can pay using credit or debit cards. If not, please email support@cyclingtimetrials.org.uk Organisers will need to go into their Admin Panel and then click on Switch to Club, in the black panel on the left. Timekeepers’ watches Approved watch tester Martyn Heritage-Owen (South Wales) is looking to order some timekeepers’ watches and asks anyone interested in purchasing one to please contact him so he can gauge how many he will need.
