Could I ask that you share this with your club membership and if anybody is interested in being the LSDC delegate and having an influence over the Rules and Regs of our sport then e-mail me at gensec@londonsouthdc.org.uk by no later than 20th February 2024 so that I can inform CTT.
In the event of lots of interested parties can you please ensure that you include a short reasoned argument for so that the committee can make any decisions. Please ensure that you include full details including your club.

Good Morning to you all
Further to the CTT National Council of 3 December 2023, you will recall that Motion 10 was successful which was to establish a "Rules Council". As a result, I am writing out now to all District Council Chair and Secretaries to ask for your help in order to begin the process of progressing the Rules Council - as follows:-
For the moment, I shall continue to refer to it as a Rules Council until the DC representatives meet and agree what should be the most appropriate naming convention for the group.
There is an opportunity now for all 21 DCs to consider and put forward their DC representative who they wish to participate in the Rules Council working group and represent their DC. To give every DC time to determine who their rep will be, I have set a timeline of Thursday 29th February 2024 which is a full month and should be sufficient time for DC's to agree their rep and provide their details.
In order to help DCs put forward their representatives, below are some suggested criteria that you may wish to consider:-
Who/What would be preferred to represent your DC on the CTT Rules Council:-
preferably someone who is currently active and involved with CTT activities - ie a current Rider and/or Event Organiser and/or Timekeeper and/or Marshal
someone with a reasonable time availability to dedicate to the group
someone who has the support of the DC
someone who is comfortable with virtual meetings (via Teams or equivalent) as the majority of meetings will be held virtually (Please Note - Any face to face meetings would be by exception and opportunities taken to meet F2F which coincided with other meetings eg National Council) and who has access to a PC/Laptop/Tablet or equivalent to attend virtual meetings
someone who is active in their Club's cycling related activities (not just TTs)
What isn't essential:-
to be a former or serving member of a CTT committee - eg District Committee, CTT Board, attendee at National Council
An initial meeting will be held in early March 2024 (preferably within the first 10 days) and all nominated DC reps will be invited.
For the moment, I will be the liaison point with regard to the Rules Council and it's initial set-up, however there will be a CTT Board discussion to agree who will be the CTT Board representative to support the Rules Council on an ongoing basis. It is important to understand that the CTT Board rep will help facilitate the meetings and discussions, however the Rules Council itself will own and be responsible for the content and its progression. It is expected that the first meeting will seek to establish the objectives and expectations of the Rules Council as well as success criteria (ie how do we measure its success?).
Therefore, can I please ask that each DC provides me with a return by no later than close of play Thursday 29th February 2024 with the following information fully completed in both tables.

Once all DC reps details have been received, they will be collated and on/around the first meeting, a table of all contact details will be circulated to the members of the Rules Council.
